How to better cope with the wind in the wreck house area

Project Description
Traffic often gets delayed in the wreck house area due to very high winds. This traffic usually consists of large trucks that the wind breaks upon and can lift off of the highway. A study is needed to determine what can be done to avoid slowing traffic due to the wind. What is the feasibility of designing a structure that could deflect the wind?
